Initial conditions

This SimObject seems to contain hard-coded initial conditions, which must be loaded from a file. The file named 'winch_init_states.data' must be placed in the current working directory and it contents will be loaded if valid. One such file is located in the project's data directory. It may not work (at least not on Linux)
